At the Annual Meeting of Colney Heath Parish Council, held on Wednesday 5th May 2021, via Zoom, Agenda item 21/22-13 c discussed a request to use space behind the Charles Morris Hall, following requests to use the land for events.

District Councillor Jamie Day pointed out to the meeting that the public open space in question had no toilet or waste facilities; however, having taken this into account the Parish Council agreed to the implementation of charges for the use of the public open space.

The Parish Council unanimously resolved to charge £15 per hour for personal training sessions on the land behind the Charles Morris Hall and £50 per event as a minimum, with further charges for the use of items such as bouncy castles and hog roasts, depending on the number of attendees.

The meeting decided that further discussion was required, with specific mention of the Tyttenhanger Green Annual Bonfire and Fireworks Night, which is organised by the Tyttenhanger Green Parties Committee. These discussions were delegated to the Finance & Governance Committee, who will discuss this at their next meeting held on 8th July 2021. Members of the Charles Morris Hall Management Committee hope to be in attendance at this meeting.

At this Annual Meeting the Parish Council deemed the Annual Bonfire and Fireworks Night to be a commercial event. The decision by the Parish Council to start imposing fees for the use of this open space – with the fee for Bonfire Night in particular to be decided at the forthcoming Finance & Governance Committee – could have unintended consequences and ultimately bring about the demise of this very popular event.

Why does the Parish Council deem the Tyttenhanger Green Annual Bonfire and Fireworks Night to be a commercial event?
